If hazardous chemical industry units engage in internet information services, they shall apply to the telecommunications regulatory department for a value-added telecommunications business license for internet information services or handle non operational internet information service filing procedures in accordance with the "Regulations on the Administration of Internet Information Services", And in accordance with the "Management Measures for Security Protection of Computer Information Network International Networking", bring legal qualification materials for engaging in hazardous chemical activities to the public security organs of the people's governments at or above the county level in the location to undergo website security inspections.

3、 Units engaged in hazardous chemical industry that have not obtained permits or completed filing procedures are not allowed to engage in internet information services. Internet information service units engaged in the release of information related to hazardous chemicals need to upload relevant pre-approval documents when applying for website registration. If the enterprise is involved in operating value-added telecommunications business, it needs to obtain the corresponding value-added telecommunications business license.

4、 After obtaining the value-added telecommunications business license for internet information services or completing the non operational internet information service filing procedures in accordance with the law, the hazardous chemical industry unit may publish hazardous chemical information on its website. The published hazardous chemical information shall not contain any content that induces illegal purchase and sale of hazardous chemicals. It is prohibited for hazardous chemical industry units to publish hazardous chemical information and establish relevant links in internet application services outside of their own website.

5、 The hazardous chemical industry unit shall prominently display on the homepage of its website the internet information service operation license number or filing number available for inquiry, the legal qualifications and business license for engaging in hazardous chemical activities, and other materials; The qualifications and qualifications required for units and individuals to purchase relevant hazardous chemicals should be prominently displayed on the website of this unit, and the obligation to review the purchase qualifications and qualifications should be implemented; It is prohibited to sell highly toxic chemicals (excluding pesticides belonging to highly toxic chemicals) and explosive hazardous chemicals to individuals.

6、 Individuals are prohibited from publishing hazardous chemical information on the internet. It is prohibited for any unit or individual to publish information on the manufacturing methods of hazardous chemicals on the Internet. Individuals are not allowed to purchase highly toxic chemicals (excluding pesticides that belong to highly toxic chemicals) and explosive hazardous chemicals.

7、 E-commerce platforms shall not provide hazardous chemical sales information publishing services to operators within the platform.

8、 If the operator of an e-commerce platform knows or should know that the goods sold or services provided by the operator on the platform do not meet the requirements for safeguarding personal and property safety, or if there are other behaviors that infringe on the legitimate rights and interests of consumers, and no necessary measures are taken, they shall bear joint and several liability with the operator on the platform in accordance with the law.

9、 Strictly in accordance with the requirements of the Cybersecurity Law of the People's Republic of China, any individual or organization shall be responsible for their use of the internet, and shall not establish websites or communication groups for the sale of prohibited items or other illegal and criminal activities. They shall not use the internet to publish information related to the production or sale of prohibited items, controlled items, or other illegal and criminal activities.

10、 Network operators should strengthen the management of information published by their users. If they discover information that is prohibited by laws and administrative regulations from being published or transmitted, they should immediately stop transmitting that information, take measures such as elimination, prevent information diffusion, keep relevant records, and report to the relevant competent authorities.

11、 Postal enterprises shall comply with laws, regulations, and the provisions of the State Council and relevant departments of the State Council on prohibiting or restricting the delivery of items. Strictly implement the system of receiving, sending, and inspecting, in accordance with the law, whether the items submitted by users are prohibited items, and prevent prohibited items from entering the delivery channel. If prohibited items are found during the process of receiving and sending, they should be refused to be sent; If it is found that there are suspected prohibited items in the received mail or express, sorting, transportation, and delivery should be immediately stopped. If a postal enterprise discovers prohibited or suspected prohibited items after receiving and sending them, it shall stop shipping and immediately report to the local postal management department. The Catalogue of Prohibited Items for Delivery includes the Catalogue of Hazardous Chemicals.

12、 Enterprises engaged in the sale of hazardous chemicals on the Internet must strictly comply with relevant national laws, regulations, and regulations, consciously regulate commercial activities in commodity trading, advertising, information dissemination, and other aspects, and carry out business operations in accordance with the law and regulations.
